Man charged with arson WELLSBORO — Matthew R. Mosher, 24, of 16085 Route 287, Tioga, was charged by state police with arson and endangering others after he allegedly burned down a seasonal dwelling last summer. According to documents in District Judge James Carlson’s courtroom, Mosher started a fire at 325 Bache Road, Middlebury Township, destroying the $75,000 dwelling and its contents on Aug. 5 or Aug. 6. He was committed to Tioga County Prison in lieu of $75,000 bail, where he remains, and his county court arraignment was set for March 29. 2 people charged with drunken driving WELLSBORO — Two people were charged in District Judge Phillip Sweet’s courtroom with driving under the influence of intoxicants.
